DD1 (year 7) was given a half hour after school detention on Monday for forgetting her homework - detention was given Monday morning, for after school Monday afternoon. If it's a school that gives an automatic detention for stuff like forgetting a piece of homework, not having a pen or being two minutes late, I'd say it's pretty normal to get a handful of detentions in year 7. Because it takes kids a while to get organised and mistakes happen.
My ds got detention for forgetting homework in year 7 and was mortified, I talked to him about it and it never happened again. I teach in his school though and have had students ask how long the homework will take so they can decide whether it's better to take the detention These students imo are the ones who aren't benefitting from no punishments at home.
If punishments are seen as draconian and unfair, then children will rebel against them. A warning for forgetting homework and an expectation that it will be on the teacher's desk by the next morning is fine, with a detention given if not carried out. A detention for forgetting homework - first offence - seems unnecessarily harsh IMO.
